I think the developers and publishers might not like it ... they decide if something goes on sale or not.

You defeated your own argument. They decide if something goes on sale or not, which means they don't have to participate in the sale if they don't want to. So there is no problem there.

Not entirely I was talking in general regardless who sets those prices, but a fact is even IF there would be a sale ultimately it's not up to STEAM to decide
