It's not a design issue, it's planned. The message is: you don't need to carry cash or anything, let the man handle you, you just look good.

I would say it's just because woman have more often some kind of external carrying device for their personal stuff with them...

Yes, that's why I don't care if it's a woman or not, it's disgusting. Even if I lack pockets, I don't gonna take my money from my pants with an odor of sweaty testicle sticking to it ...
