you can hear fan noise, coil whine, mechanical hdd read/write, etc
64 gigs of ram, Radeon 6650 xt, motherboard is a rig attic b550f, processor is a ryzen 7 5800, the CPU cooler is be quiet! and the other 3 fans I have are all deep cool

Don't think the paste is going to help with that, your processor fan starts working harder because of some power and cooling policies of your PC, the limit is probably set low to prevent damage, so when your PC reaches a certain amount of activity, the fan will work like that.
I recommend these options:
1. Adjust BIOS and OS settings to prevent fan speeding up too fast. (This is risky so make sure to monitor your system for some time and also use the paste beforehand.)
2. Change the fan and use a different model. Even tho some may spin as fast, they will make less noise. This is the best option.
Considering your specs, it would take a really heavy professional program to make its CPU fan spin so fast, so I'm suspecting you have malware/miner or a virus causing this.
If your not running something thats intensive on the CPU and the fan still kick off, then look at hardware. Make a note of your room temp before beginning.

Sometimes I lick a wet blender when it's still plugged in. You can buy a water cooler for your cpu/gpu and use coolant if you want too.... try car coolant see if it works.
