From the look of it India is fixing the problem. Took a while to find what the heck you were talking about. Seems like the program has the backing of the Indian government so, all is well or should be in a few years.
I've heard that India wouldn't have had much of a problem in the first place if English directorates hadn't been so deeply embedded. The revival of the caste system for example, which was never as bad as England made it.
Similarly the redesgination of sustenance farming spaces into tourism economic sectors has been absolutely devastating for India's food production needs; an entire economy of self-sustenance was essentially shut down for nothing.
Maybe climate change is just forcing the issue.
