I wouldn't really call Fallout a horror game, but it might be scary if you have a phobia of bugs, since there are a lot of giant mutant ones as enemies in all the games.
It is not a horror game, that's the problem with Steam tags: since they are user generated, they may not be 100% accurate.
Also confused on you told me If I want to know if a game is scary or not check the Tags and now Your telling me They are not 100% accurate I need correct and non confusing information please.

Usually, the Steam tags are correct. Sometimes, though, people deliberately add incorrect tags just to make fun of the game or something like that, you understand? That's why I told you to also check other sources of information like Wikipedia.
