Ah, yes. This particular style of sub is ancient, mass produced, and was never meant to have a maintenance budget. It shares its maintenance with 1940s subs, which do have a budget.
Russian subs use a kind of redundant outer baffle in case they have to ram another sub. Same general reason people wear leather vambraces in swordfighting; it'll save you from a close scrape. And since a close scrape is fatal to a regular sub, they could in theory melee and survive. That's what's peeling off, armor plating that isn't worth replacing. It works better if it's jutting off and a little bit jagged, gives it some extra reach, and the rust that's on it is a protective oxidative coating at this point.
Anyway, between the old age and maintenance issues on these subs they have a tendency to sink. Usually it's just a motor issue though, and the sub can be craned up, fixed, have its starter engines refueled, and set on their way. Or get towed to port. Crew's fine and everything, they just can't lift. Again, pretty normal occurance for one of these subs.
Just looks like the kind of stuff you'd want if you were looking for one of these stalled subs.

Anyways the second more important part of this, Ukraine attacked Russias early warning radars for nuclear launch detection.
That kind of reckless behavior should be met by immediate cancellation of everything for threatening the world, but its barely made the news instead.

A Russian nuclear submarine spotted off the coast of the UK has triggered an emergency meeting of British defense officials. British Prime Minister Rishi Sunak was briefed after a Russian nuclear submarine was identified off the coast of Scotland in a top secret meeting, Express.co.uk reports.
The modern Yasen-class submarine 'Kazan' was spotted on June 5 after a Royal Airforce Poseidon P8 anti-submarine aircraft dropped sonar buoys to detect submarine activity in the deep, according to the report.
An RAF surveillance plane had tracked the submarine as it sailed along the west coast of Ireland towards Scotland, passing close to the British naval station at Faslane. Military commanders feared that the 13,800-ton vessel was searching for weak spots on NATO's outer rim.

It's possible.
All modern subs, and even old ones, have an outer hull and a pressure hull. I am not aware of any special "collision armor" for use when... ramming. The tiles that are missing in the photo/vid are part of an anechoic tile system meant to absorb/diffuse sonar. Them "falling off" is not a terribly uncommon thing across fleets that use those systems, even in the US.
BUT... that Russia allowed that ship to surface and parade to port with those missing tiles prominently in focus... means they couldn't PR their way out of that and had to settle for that presentation. That could have pointed to a recent event that ended up not being repairable by whatever assets they had available at sea.
It's interesting to theorize about, but it doesn't appear there's a lot of focus on it atm.
