i'd have to probably throw my 2 cents and say heavy rain / flooding. Mostly b/c it's common but also very deadly people become too complacant with it vs say a missile alert or tornado warning

if they're just lost and confused it's a silver alert, if they pose any kind of danger (ie history of violence while experiencing dysphasia) it's presented as an amber alert instead.
