IIrc anarchists in 19th century were already called terrorists by the media (so newspapers).

Then the tape went to the Taliban, instead of England, somewhere on England's end of the network, and England denies ever having asked for the tape. Presumably because it looks really bad and their bollocks are in a knot now one way or another, but honestly they have such a poor track record people would get even more suspicious if they acknowledged it happening.
This is equally as suspicious as the blame being shifted onto Bush.
So it was hardly a random act of terror, but there's not enough information to point fingers over this absolutely definitely and obviously planned and targeted intelligence attack.
