Steam only lists games as controller-enabled for games that have native controller support built in, if the same were applied to touchscreen games, you would literally just have that one applicable game.
Was suggested way back in 2011 here: http://forums.steampowered.com/forums/showthread.php?t=1986004 we should all go bump the post! :)

Ill be figuring out more of my games that do and do not work on them. Most of you I figure have a keyboard, so using some commands, shouldn't be to bad like setting your character name. Other issues were not being able to quit out of games, or get to the windows screen to close them without a keyboard. all would be very easy fixes for game companies to make their games touch screen enabled.
Petitioning would not be the best idea. Go over to the Suggestions / Ideas section of the forum and post there.
This is a list of games I have compiled, along with a few that others have helped figure out. If you find more please add them. This post is being posted on the Steam Forums, along with r/Surface on Reddit. This list has been edited to show games that work with DPI scaling to 100%, changed from 150%.
Fixing Scaling Issues (temp fix, till every dev gets on board):
Changing DPI, in the Display control panel, choose screen resolution, then the text "Make text and other items larger or smaller. Select 100%. (Requires log off)

Gestureworks Gameplay:
If there is a game not on this list and you still want to play it, and it is not supported by Touch or Stylus control, check out Gestureworks Gameplay, it adds an on screen controller, similar to that found in most iOS and Android games. Customization to your heart’s content, note some games do not allow them to run while playing them. For example World of Warcraft, as it is setup to block these types of programs due to botting, blocking all interactions through memory, and API libraries.

Overwolf:
This is an alternative to Gestureworks Gameplay. It currently offers limited game support, mostly games that are older than 1 year old. There is eight supported games, all using the same controller. There doesn't appear to be a user definable setup. What you see is what you get. The Overwolf application is also left on your screen for easy access. It does seem to have some fairly nice features. Note to download controllers you must visit their app store. The controllers as of now do not cost any money, and I am unsure if they will ever cost money.

Note a lot of games off the Google Chrome store do in fact work and a lot of them our touch based.
Most games that give access to nearly all commands via on screen controls, or have point and click style games, like the Diablo series, most RTS games, and a lot of top down tactical games. I am interested in buying Shadowrun Returns if anyone can vouch that it works with Touch or Stylus controls. Some of the above games, still need a Keyboard at the start, like World of Goo, to enter the players name, after which can be played without a keyboard. While other games, require a keyboard to do specific things like name ships, enter amounts, dodge attacks.
Please add any additional games you find that work with Windows 8.1 Tablets using Touch or Stylus interaction.
You make a fair point, but that I think highlights the need for steam to urge developers to include touchscreen options as I would have thought that would be a rapidly expanding market and certainly one for the future...its pretty bad that the best place to work out the answer to whether u can play real games on your W8Touch is this forum page...the answer should be YES< ON STEAM< HERES HEAPS OF GAMES!
