This has always been a ridiculous internet topic for discussion platforms.

It is always said that users should first check whether there are already topics. However, if there are topics and users post there, it is wrong. If a new topic is created, it is also wrong. And as always, there are moralists and self-appointed moderators who dictate other users or even make stupid comments.

Otherwise, yes, if nonsense is posted, it's something else, but that has nothing to do with "bumping" or "necro thread", but with general behavior.
