i think there can be lust at first sight obviously, and perhaps even thoughts of "affections" deeper than this, but not love.

...also, the concept generally isn't considered healthy in-part because it can be used as a basis to support someone with a delusional obsession.
And the saying you're referring to is usually reserved for requited love, so you'd kind of have to be either married or in a long-term relationships to speak to that subject - however, we can talk about other forms of love and powerful positive feelings at first sight...
If we take it as one-sided, like, "I care about her well-being and would do things for her if she asked, even though she hasn't expressed feeling the same about me", then yeah, I've felt that before.
...But then, there's a certain love and tenderness that I used to keep in my heart for even people who I'm not attracted to, because I used to want to just share love with everyone indiscriminately. After meeting enough psychos who see it as weakness then harm me, I can't afford to do that anymore.
Only reason I don't think "Oh she looks dangerous" every time I see an attractive woman now, is because there's plenty of ugly girls who think that they're 11 out of 10s and will absolutely try to fire shots to sink your boat for "looking her way without permission".
But anyways, it's also extremely rare for me to be able to see a picture of a woman and have my jaw drop and my tongue fall out of my mouth - and when it happens, it's not memorable enough to recall. I suppose it's less rare for it to be about the actual woman and not the action that I see being taken. Generally speaking, actions and smells hook me a lot better than appearances (but that works in reverse too).
If actions were smells, I could tell you now that most women stink really bad!
Baby don't hurt me
Don't hurt me

Also never understand someone who experience it. More like lust at first sight.
...and not doing any of that is also an option.
Showing that kind of care to a stranger is a form of love.
