In the stages where you are allowed to run the most important things are acceleration and how you are able to exploit it to reach places that would not be accessible otherwise or would require a much longer path to get to.
It is a fun and satisfying gimmick on top of a very good basic platformer game.
It is much better than pointless, annoying and mind numbing "speed porn" like Sonic Advance games for example.
It is never that fast but it is much better.
Sonic 1 is great and usually in the games where Sonic run faster than in Sonic 1 it is not a good thing. Most of them suck.
F-Zero 1 had those jumps the Jet Stingray just about couldn't make. Ass Creed 1 was repetitive and tedious. Crash Bandicoot 1 had crazy difficulty spikes. Tony Hawk 1 didn't even have manual. Mega Man 1 had the missable magnet beam. Pac-Man was completely deterministic. And Sonic 1 was clearly a generic platformer that they tripled the max speed variable on at the last second to give it a gimmick.
