Why are you so worried about what doesn't belong to you? California public schools are simply the best for an education, everyone should go there.
Public school in the UK means something entirely different. Paid, exclusive schools are called public schools. The equivalent of Public schools in the USA are called State schools in the UK.
Children in the UK can receive home schooling, but there are obvious concerns about the standard of education and perhaps more importantly whether your child develops social skills.
Erm, home schooling is beyond the average parent. I would think the better option would be to choose where you live and so what school they go to.
