The only exception is if it's a shmup like Touhou or CAVE where needing to know what's being said doesn't matter
For example you can play Botw and Totk in english, but you can set all the voices to japanese.
It really does improve the game.
Yeah, it`s quite rare that anybody bothers making translations for tiny market segment like this.
After using English for decades it`s not much of an issue anyway.
English is widely used, yeah it sucks when some games in japan never get localized. but someone probably has already made a fan translation if the game has a decent following, if the developers themselves didn't care to localize.
Although I will say that playing Croatian Buzz Quiz on PS3 was pretty fun in a group.
