The packet called for 4 in its original draft, but had a note saying there should be a fifth that shows up.
Nobody could write a good enough 5th, and at the time it was better to have fewer stars. It was easier to keep celebrities under control that way. IIRC they auditioned both Patrick Swayze and Andrew Dice Clay for the role, since they had no idea what they would have wanted if they did finish writing the character.
This was long after the cartoon canon was established, as a divergent work, and the producers for the film wanted to use up the packet for the live action movie.
I will miss it.
