Games with the worst case of ludo narrative dissonance
Look me I can use big words. When the story and gameplay make no sense when compared to each other. For example how in the story your character is talking about how killing people is bad. But in the gameplay you're driving on the sidewalk at max speed.

For me the worst example is Cyberpunk 2077. The story has this urgency to it. And it hints it should also apply to the gameplay. But it doesn't. You can wait for in game weeks and the story NPC will still be waiting there for you in the rain in the same spot. Nothing will happen to your character. There are no consequences for not getting on with it. Dead Rising as a contrary example pulled off this concept very well.

Red Faction Guerilla. John Marston is essentially a coward whose best most optimal response to a firefight is to run away before his allies show up and get killed, tanking his own personal reputation in his own eyes. However, running from every problem solves everything. The revolution proceeds apace, its Che Guevera-esque figure running from mission to mission sledgehammer between his legs.

MGSV satirizes this by making a very similar moral spectrum the focal point of the game. Perhaps best highlighted by Venom's "gravity and drowning aren't my problem" concept of heroism.

Deus Ex Human Revolution.

The beginning of the game has you save this woman from a veteran but you can just take your time reading files on the computer and just ♥♥♥♥ around
