I remember my SLI 8800s back years ago, and that thing sounded like a Jet Engine.
Well I had a 760 before and it didn't run as hot, maybe 50-60, and the fan was hardly noticeable..with the 980 the fans are so loud it sounds like it's gonna explode lol. I'm sure it's in the 80's. :(
Also, MSI Afterburner is an overclocker, what overclocking are you performing?
Any dust, any hot pockets at the back of the system, etc?
70C-75C isn't unusual or "too hot" if you're not using liquid cooling, btw. Doesn't hurt anything. My 590 at fan speed "55" isn't very loud and keeps it at that temp allright.
Edit:If you have EVGA, shouldn't that come with their little program? Precision?
Standard for guaging whether something is too hot re: GPU/CPU's is Celsius.
At 39C/idle, you're fine. That's pretty normal for today's nvidia's/stock/no liquid cooling.
Why the fans are running so high/loud at load, tho, I have no idea.
My older i7 CPU is like that...drove me crazy when the fan would get super loud at only 65C. I changed it so it doesn't and the temps are still fine. :P
The ACX 2.0 is a beast though and very efficient at cooling and keeping noise levels down at auto fan and stock.

If you are hitting more than 80C I think there is thermal throttling by Nvidia, so overheating not really an issue, apart from the noise.
The noise is explained by it basically running hot. Why it's running hot is a different matter. Usually I would recommend re-applying thermal paste wih ARctic Silver 5, but as this is an enthusiast card, I would say not worth it probably.
Run the free Heaven 3.0 benchmark (stresses gpu 100%) and monitor how high temps go during it with your favourite temp tool. For you it should be EVGA Precision. If it's more than 80C, you should look at case cooling or opening the window (cheap but effective).
Also, see what fan profile you are using. If it's set to 100% instead of Auto, that would explain the noise xd.
Lastly, you can make your own fan profile, at least with MSI Afterburner (I think probably too with EVGA Precision), so that the card runs a bit hotter but quieter. But really your fan is so good you shouldn't need to.
You might have a bad batch - one with coil whin at the manufacturing...
I only heard a few EVGA 970 with ACX 2.0 Cooler had this issue. In which case, returning for warranty, they would happily replace with a new one. Debate an RMA, if this is the case. This affected just a small early batch which was meant to be recalled.
The GTX 9XX series should be hardly heard or not at all. They are whisper quiet.
The duel fan EVGA ACX 2.0 and ASUS Strix models are absolutely silent if installed correctly, have some good airflow, and not a defected one.
However, riddle me this: You mentioned your using MSI Afterburner... why? Your using overclocking software for a different model graphics card. Then suggest your not even overclocking it... it could still be messing with your fans.
It's factory OC'ed anyways, quite substantially.
MSI afterburner does some things better than evga precision I think, maybe that's why.
