You're right in that Steam should ideally be displaying regional content, but aside from language settings, I don't think they do.
That said, there are a lot of North American anime fans.
What you just watched was an unrepresentative sample consisting of the worst thing someone could find.
Anyway:
Some people like the pretty art, when it is pretty.
Some people like the touching stories, when they are touching.
Some people find the character interactions interesting, when they are interesting.
There's no reason someone has to like this stuff only for wish-fulfillment and nothing else. Just because you don't understand how doesn't mean people don't. It's okay; people have different tastes.
And don't confuse the medium with the usage. There are a whole bunch of VN fans who don't like to see all these erotic VNs one bit. They're celebrating the release of a non-erotic VN recently; it's called fault milestone one.

Regarding dating sims (a related but not identical category), some people are amused by watching relationships develop.
Besides, one could ask the same question about romantic comedy movies.
The answer's pretty much the same, though. Some people like it. I don't like rom-coms, but clearly some people do.
Interesting point to bring up.
What I've noticed is that it doesn't seem that Japan is any more lewd than the US. If anything, Japan also concurrently has a reputation for being stupidly conservative in gender roles and sexuality. So both can't quite be true at the same time.
What I think is actually the case is that stuff like VNs and late-night/seinen/"adult" anime etc. form sort of an "underbelly" or counterculture of Japanese culture -- like, the stuff that you don't talk about in polite company. And Japanese culture seems more okay with using sexuality and perversion as humor -- which is why it shows up more often in stuff like this.
Correct me if I'm wrong, though.

This alone tells you've never played any and that you're unaware of the amount of content they have.
