Keep them offline until they're mentally and psychologically mature enough.

In a lot of cases the internet should just be off limits for kids.

It's like asking how to make a strip bar more kid friendly. You do not. You just don't let kids in.

I think we need to keep adults safe from them. Have you seen and heard the insults and yelling of some kids while gaming online? they could easily neutralize an adult's eardrums and make them quit the game.
