No one's own hair gives them irritation, unless there is another issue with their skin etc.
Hygiene gets involved way later, when almost the entire face is covered, which then yes, it has to be shaved. It just should't become a daily obsession.
For the first half of the 20 century, clean shaven was the standard, and in many places having facial hair made one unemployable. WWII solders in particular had grooming drilled into them, it was unthinkable that this disheveled shaggy guy claiming to be a veteran was the real deal. He thought Rambo was one of those bleeding heart hippies pulling a stolen valor.
Where is the evidence that this is the fault of women or feminists? Pay attention to movies/TV you say. An industry dominated by men, moreso during previous decades as being unshaven, clean shaven or moustiachoed has cycled in and out of fashion just like it has for centuries.
I hate to bring Ancient Rome into this (I really don't, leave me alone 🤪) but we can even see evidence of this cycling trend back then. As a rule, if an Emperor was clean shaven on his bust, he ruled before AD 117. If he had a full beard, he ruled afterwards. There is the odd exception but it is blatant. If you're going to tell me that was the fault of women too then I've got a highly collectible disposable Bic razor to sell you.
