That doesn't make any sense. Designing an ugly character is as difficult as designing a good looking one, provided that both are highly detailed and well made.
Wouldn't matter anyways. There's worse things to do to somebody than boiling them down to simple sex appeal, and those things are done daily.
A woman with a mustache isn't visually appealing, it's wired into my biology to feel that.
