Yes you commited fraud. The assessor is taking the information into account, that you provided, e.g. the size of the house. This is what Trump did. He claimed his apartments were bigger than they actually were.

When you lie regarding the size of your house, it is not the assessors responsibility to hire people to investigate if your (fabricated) claims are correct. It is your responsibility to provide correct information in the first place. Otherwise you commit fraud.
If you produce counterfeit money and the people you give the money to, don't make a forensic analysis to idintify counterfeit money, it is still you, who commited a crime. And if the recipient finds out you also commited a crime, because the attempt itself is punishable. Regardless if you are successful or not.
They assess based on the information given to them. If you lie to them by falsifying records, it's NOT their job to investigate you.

Trump falsified business records. This is why Trump was found guilty. Your wrong understanding of the law does not save him.
Or how a partisan hack of a judge will have a chilling effect on business in New York. It'll just speed up the rate of people and businesses leaving that state even more.
Honestly pretty rich coming from someone who clearly doesn't understand the basic concept of law apparently, or property valuations for that matter. Real estate valuations aren't set in stone. If I say the price of property A is X, while an assessor says it's Y, the bank agrees to X and makes profits based off of that, then the agreed upon value inter partes is X, not Y. that's pretty much on par in the real estate world and there's nothing odd about Trump making such deals. The bank made its profits from granting the loans, the loans were repaid in full with interest and no party suffered any damages.
