Yes, there are a ton. You can sort searched by the positive/negative rating. Tons of games between 0-20%.

Yes, on sale and on its own, but if you played any of the older Colin McRae rally games, you will be dissapointed.

It is a halfway decent game for the current $3.49. But paying anything more than that, I would not reccomend.
