It's hard, the only thing I could come up with was the Street Fighter II animated movie, and even Capcom ruined that series with Sakura. Plus, it had the shameful shower scene so many people complained wasn't in the PS2 release.
Pretty much NO anime is squeaky-clean unless you count TMS' masterpiece Little Nemo. Even Akira (one of the few animes I don't hate) had a scene where Tetsuo's girlfriend gets assaulted, and she inexplicably had the chest of a fat, sagging middle-aged woman IIRC. That scene was really awful and gross (the only one I skip on rewatch). I bet Gainax animated that scene...

EDIT: Actually no, I think Little Nemo had a few "getting crap past the radar" things with the princess and the Mickey Rooney character

EDIT 2: And no, I read one of the later, crummier shows had a typical "boys peek into locker room" scene that was cut out of the American version.

Sorry, pal, it goes both ways. There's a reason garbage like Free! is infamous. Oh my God, the Youtube sidebar thumbnails alone are enough to scare me away. If Herbert the Pervert from Family Guy watched anime, then he would watch Free!

EDIT: Also, I LOLed when OP took the Masters of the Universe suggestion srsly. Ironically, there WAS a "Japanese" Filmation show in the 80s called "The New Adventures of Zorro". It was the only Filmation show that was outsourced, and it was also TMS' first-ever American show.

Half of it is the usual, "He-Man" still-frame garbage, but the other half is typical early 80s Japanese animation, including a couple trademark TMS "off-balance" run cycles.
You know, i do not know what is sadder, the fact that the only anime i can think of that fullfill your conditions are Monster, Black Lagoon, Detroit Metal City, Uchuu Kyoudai, Tentai Senshi Sunred, Trigun, Cobra, Mushishi, Cowboy Bepop,Planetes or the entire Saint Seiya franchise( i do not even think there is any female nudity on those shows, still does not change the fact that apart from Saint Seiya: The Lost Canvas every single Saint Seiya sucks) or the fact that i honestly cannot think of that many western cartoons that fullfill those criteria(not so much the females being assaulted or losing pieces of clothing so much as not having an underage teen or kid as an main character or being one of the main characters), the most i can think of are superhero cartoons like Justice League and the Avengers.
The difference between how America and Japan portrays kids as characters is that American shows are usually targeted towards young, elementary school kids unlike Japanese shows, which are targeted towards 10-15 year olds on average, or Otakus for the niche shows. Most kids watching Spengebab are probably too young to even have romantic feelings--in fact, the only times I can remember "fanservice" in western animation was in stuff that was obviously Anime-inspired like Avatar and Teen Titans.
The reason Recess and Hey Arnold starred kids was that they were made for kids to relate to. It's different with Japan. Yes, there are a lot of shows that star kids for the Japanese children to relate to (Sailor Moon, One Piece etc.) but then there's the creepy fanservice shows that only seem to be made for middle-aged otaku to spend $100 on action figures, wall scrolls, and companion pillows.
Granted my list was harsh for both sides. In fact, #7 was only put there because I remembered Cowboy Bebop had an androgynous little girl as one of the main characters ("cowboy bebop at his computer", lol). Most of the ones that I could think of were really old ones like Lupin the III (I think; really need to watch it someday), Golgo 13, Ashita no Joe (again, not sure), and some of the ones you listed. Fist of the North Star had a little girl that Kenshiro saved IIRC, but I was only counting major and supporting characters.
Actually, western animation is starting to have problems with this, too. You used to have shows like The Real Ghostbusters, The Flintstones, and Spider-Man that starred adult characters, but now it seems like the only adult main characters in cartoons are talking animals or in superhero shows like you said.
TL;DR: kids shows are for kids, Japanese kids shows are for middle-aged otaku
EDIT: about the Little Nemo thing, I remembered some stuff
1. I think it was cut out of the American version (never seen the full movie, it's rare and expensive)
2. The Mickey Rooney character wasn't a good guy but a trickster
3. Aladdin featured a similar scene with Jafar and Jasmine (who was celebrating her 15th birthday according to the person in the Tumblr screenshot), so Disney is just as guilty I guess?

For good anime series, i like Inuyasha, but considering its my only anime, you may not like it as much as I do. For the best anime movies, watch Spirited Away, Howl's Moving Castle, Castle In The Sky, Princess Mononoke (spelin is herd), Naussica and The Valley of the Wind, and Grave of the Fireflies
