You might be trying to run some latest demanding game on some junk office PC with weak graphics card or just on integrated graphics.
There are hundreds of HP PC desktops and laptops, to know what specs you have I would need the exact number of this desktop or laptop, basicly just string of numbers or letters that comes after HP in your laptop or desktop bundle name. Maybe you have some documentation or manual lying around that has that written somewhere.
This means you have too weak graphics card for modern games. Best to find out what your graphics card actually is before buying some other latest games that are even more demanding then Black Ops 2.
