Rising Storm
You can setup a custom bot game and play with them or sit back and watch. In a BO2 custom match don't pick a gun and it will let you spectate the bots in first person perspective. You change which bot you are watching by pressing the right mouse button. I believe it's something similar in Rising Storm. I only played bots a couple times in that game and play not spectate.
You can go into training then go Spectate.
Just.... why? I thought that was the reason streaming services are all the rage and youtube channels are being bought and sold for millions.
If you start the game and do nothing it should start an automatic bot match, I think.
You can also try the Spring RTS game engine.
People have made their own AI for it and it is interesting to pit them against eachother.

DOTA 2
You can't change the initial conditions of the fight, or spec the fighters the way you want to by watching Youtube videos.
That said, Unreal Tournament has some decent bots that can fight each other.

Thats just a few examples.
One of my favorite things to do is to hold a "Contest of luck" where Participants, submit to me their templates to modify their AI's. I've done this twice in Supreme Commander 2 since there are options to modify the AI's behavior and buffs. Thinking of doing this again soon.
PS: I have SFXT and Ultra SF4 right now on my computer and I absolutely did not know about that option either lol
