Moving on, yes, it usually is just tap water that has been filtered, so that begs the question "Why not just buy your own filter?" That's what I do and it fixes the water nicely. At six cents per ounce, you'll quickly make back the $30 or $40 it sets you back for a decent tap filter.
and why would you even need a water delivery
Now, if the bottle says something like Pure Life, that is tap water that has gone through reverse osmosis and filtration processes.
