Java on top of that is just required if you run Java Apps. For most, you won't need it. Please note if you do and are on a 64bit OS, that if you are using both 32-bit and 64-bit IE, you need to download both 32-bit and 64-bit Java respectively.
It is best to manually download and install, as the web downloader might be blocked by system security. Also, ensure you get it from the original source. If a website asks you to install it, cancel and go to the offical website to do so yourself manual. Lots tend to phish / fake the Java plugin (downloading it from somewhere else) in order to hijack or infect your browser with malware.
To install, for example...
Go to: http://java.com/en/download/manual.jsp
Select "Windows Offline" and "Windows Offline (64-bit)", save to a download folder, then install from those by right-clicking the EXE files and selecting "Run as Administrator".
Once you have Java, it's critical to keep it up-to-date as possible as well. Due to it can create security holes and exploits regularly need to get patched up.
Yeah, i already know about Sneaky Ads. Azza, even if i do it that way, I still get the Error Message. I know this because of my previous experience....

Depends on what you want to do. I hadn't installed Java in a year, then ran into a interactive website that needed the latest version of it. So my take away from it would be.. don't bother until you need it.

Anyways, as the others said, it's becoming less and less used these days, don't worry too much about it, unless something needs it. Even Minecraft is moving away from it?

And yeah, Mojang released a new MC Launcher recently that doesnt require java! I have been using it ever since. Its pretty cool.
