Cyberpunk is a very specific subgenre of Fantasy, its one of the more clear outlined genres. And no, Fallout is no Cyberpunk.
That isn't even remotely Cyberpunk. Not even a little.
Maybe not Dead Space, guess that is more Sci-fi, but System Shock 2 is pretty hard Cyber Punk.
I suppose, if you want to look at it in the same sense as 2001: A Space Odyssey is Cyberpunk. While the conflict around and with AI is a trademark of Cyberpunk neither System Shock nor Space Odyssey is Cyberpunk.
Cyberpunk is all about rebelling against the system/status Quo, which is why its -punk. You need the anti establishment, left wing resentments for it being Cyberpunk.
System shock is a Horror, Hard Science fiction.
It's there, it's just not apart of the core story.
Anyways, according to TV tropes, Cyber Punk means this, "Cyberpunk is a Speculative Fiction genre centered around the transformative effects of advanced science, information technology, computers and networks ("cyber") coupled with a breakdown or radical change in the social order ("punk"). A genre that is dark and cynical in tone, it borrows elements from Film Noir, hard-boiled Detective Fiction and postmodern deconstruction to describe the Dystopian side of an electronic society."
I would definitely consider society broke down by the Many. Also, the body implants everywhere and cyborg midwifes.

But even if we go with your definiton, System Shock 2 does fit that criteria. There is nothing Film Noir or Hard-boiled Detective Fiction about running around scared on a Spacestation, fighting off mutants.

Also thanks for all the recommendations. There is really a shortage of cyberpunk that I have not played.
Satellite Reign could be nice to play. I'm not sure if it's released already. It's supposed to be a spiritual successor to the classic strategy Cyberpunk games "Syndicate" and "Syndicate Wars" where you equip and deploy a team of four men in various urban environments doing all kinds of objectives fighting hostile factions. Kinda like X-Com.
"Dex" has been released on Steam recently. I may buy that one at some point.
