Mods are free.
If you mean places like Skyrim Nexus and such, they're all free to join.
You can simply make an account there and use their free servers. There is no "need" to pay a dime unless you would rather be a lil' faster on the download speeds and wanna support the sites.

There's a button titled "Install NMM" on the top right

(Download With Manager/NMM doesn't count. It's, once again, optional)
You can download a mod in a few clicks.
Make an account. Find the mod you want on the site. Click "Files" on the Mod page (Such as 'SkyUI'). Click download manually.
I'm assuming this based on Skyrim Nexus, but others should not differ.
Anyway, no, it isn't particularly hard to manually install something.
Some people like this way, others like using NMM. Both however are free. Keep this in mind: "premium is nothing more than a 'support' button" > You do NOT need it. If think you do, then you've clicked something wrong.
Once again this is based off places like Fallout and Skyrim Nexus. Both of which I used a great amount in the past.
