RU Purchase Clarification
I have no idea where this topic should really go to,
so I think I'll ask here and there which I think is relevant..

I'm a little bit confused on the marketing aspect of Steam.
I'm currently using a Russian IP, and I occasionally see 2 disclaimers:
1) Purchases made in Russia CAN ONLY BE ADDED TO YOUR LIBRARY IF...
2) Purchases made in Russia CAN ONLY BE PLAYED IN...

From what I understand so far, after buying a certain game with those disclaimers,
2) means once I leave the specified regions, the game is unplayable from my Steam Library
1) means even if I'm outside the specified regions, I can still install the game into my computer from the Steam Library?

Please correct me if I understood wrong..
(The series I'm interested in right now is Resident Evil 4, 5, 6, and Revelations, but there's all those confusing disclaimers)

Yes. As a foreign student in Russia for about 2 more years though.
Leaving RU after that.
Wondering if I buy the RE games now in Russia, can I still play them after leaving Russia?

I do know Steam is pretty strict when it comes to buying games in Russia and giving them out in gifts and such since they're alot cheaper. Some games in general may be region locked, as the Russian version may be seperate to the said version of a game in general. It's definately against ToS to use a VPN and buy Russian games and play it outside, but in your case I'm not entirely sure. You could message Steam Support about it, unless someone else has the full answer.
