sometimes, internet services will go down. it can be email services (hotmail, live.com, outlook.com, mail.yahoo.com, mail.google.com, etc.), instant messenger service (yahoo messenger, msn messenger, etc), VoIP services.

if you can't login to skype but can login using any other microsoft service or its competition, then skype is probably down in your area.
possibilities: regular maintenance shutdown, error in connection (internet problem), etc.

I has the solution to your problem. You're trying to sign in using a Mycrosoft account. Mycrosoft was bought out by Microsoft in '85. You need to sign in using a Microsoft account.
