i saw it on a post where someone wsa asking when the steam winter sale would happen and it was also saying dec 21st

On the SteamDB website you can click "when is the next sale" and it tells you.

steam database with a countdown to wintersale. https://steamdb.info/sales/history/ on average majority of sales is roughly about the same time, maybe couple hours out. and that is just by googling and very first page top 5 entries talk about 21 December winter sales for steam
