A lie is a deliberate attempt to misinform people. It's not exactly fair to call somebody a liar when there may be a good chance they are trying to be honest.
In that regard the first article I checked was from N.B.C. news and it's basically saying the same thing[www.nbcnews.com] in the first few paragraphs.
Plus you have to be able to apply the general principle across the board. If less extensive gender reaffirming care restrictions was upheld, then it's likely more extensive ones would be upheld as well. The general holding seems to be that gender reaffirming care is not protected by the equal protection clause.
However with that having been said, there are other legal challenges on the way.
Given that this is being decided upon party lines though, I think that challenge is also unlikely to succeed. Might also be likely to be overruled whenever the court has a liberal majority, in the same way Roe v. Wade flipped with a conservative majority court.
