Hardware stores allow dogs but grocery stores do not.
I think MANY people are abusing the "service animal" ♥♥♥♥♥♥♥♥ though. I've seen several instances where the dog obviously wasn't a service dog but had the cheap vest from Amazon. Also some people think emotional support = service dog and this is not true in the slightest. Emotional support is a stupid made-up thing so people can keep their pets where they shouldn't/

Pretty sure they have service animals in Sweden. They definitely have in Norway, also 'professional' companion dogs, not just 'seeing dogs'.
I don't think I've seen them in grocery stores, though. Maybe blind people order groceries online (like I often do), of have care personnel buying it for them? Not sure, though.
But when walking around town here, you often see people with service dogs.
