Mexico is just south of the United States, and the United States and Russia was going through the cold war against each other, they were planning obliterating each other with nukes.

The only thing i can think off are diplomatic channels, if someday godforbid the USA tries to invade Mexico again or use nuclear weapons against it.
Other than that maybe there's some economic trade going on?
