10% tariff for penguins
The Australian uninhabited islands of Heard and McDonald in the southern Indian Ocean are subject to the 10% base tariff. Officially, no one lives there, only penguins.

Poor poor penguins. How will they have to pay Trump?

The tariff is not something they'd pay directly. That's not how they work.

We'd pay the tariff if we import their goods.

Are those penguins exporting anything?

The tariff is not something they'd pay directly. That's not how they work.

We'd pay the tariff if we import their goods.

Are those penguins exporting anything?

A tariff isn't a tax.

"Tariffs and taxes both generate government revenue but serve different purposes. Tariffs are fees on imported or exported goods, often used to influence trade by making foreign products less competitive. Taxes are financial charges on individuals or businesses to fund government activities"

Anyway, to answer your question, I'd assume it's about not excluding anyone. If we don't trade with them, it doesn't do anything, so there's no harm in including them.
The penguins thought they could just escape all this after all these years of contributing nothing? And they thought nobody would notice? Well the omniscient gaze of Orange Jesus sees all, and finally the penguins will pay their fair share! And we're not going to accept fish as payment.

Eggs, maybe. We do have a shortage of eggs, because why not, eh? This being the Age of Surreal and all. But first we'll have to see if penguin eggs taste good and work on an Egg McMuffin.

Wow it's almost like when you tariff a country that includes all of it's territory. Don't worry. I'm sure America's swampland is being tariffed now, too.

A Tariff is absolutely a form of a tax. The company or person in the USA who is importing something will pay that fee directly to the government. Exactly the same as if it was called a sales tax.

Trump is planning on funding the government in the long term from this money that will be collected from the tariff (tax). The tariffs will never go away as long as Trump is in charge.

Say what you want, my understanding is that they are not considered taxes, even if they are remarkably similar.
