Riddle for those with an IQ of 190+
We hesitate to exploit my veins.
We categorically refuse to synthesize me.
In all cases, size fails to give me my greatest brilliance.
Yet, it is through me that the most important of resources is generated.

What am I?

Coal or shale oil could work. Size fails to give me my greatest brilliance doesn't really apply though.

Diamonds are synthesized with enough frequency I wouldn't quality it as a hesitation to synthesize it, and beyond carbons it doesn't produce any resources..
