Investing into a corrupt poverty stricken war zone is suspect, let alone that much. Pricey resorts in the US cost 100-200 million to build.

Money goes about 4 times further in Ukraine because they are so poor so a billion dollars is a 4 billion dollar solid gold toilet level of corruption.
