Well, I certainly hope not unless his income is over the amount sufficient enough for the IRS to care, as otherwise it would involve the violation of the sovereignty of another nation for the crime of being next to the USA.

He means he will work in the us but live in Canada for it's higher quality of life and food

I mean they are sometimes elected on "taking down bureaucracy" and then proceed to do the sort of opposite, by purging the government of anything that doesn't further either their power and security, or their stakeholders. They are defunding schools AND arresting people for free speech in universities.
