That's not how it works, they didn't "win" they were given a deal that worked in the interest of both parties, arguably more so for the countries that took them in.

So did Communists. Look up the term, "beefsteak Nazi". A uniform doesn't always reflect what's in your heart. Some people just want power, or money, or whatever and some things are expedient to join to obtain them.
