There are many posts that don't break Steam rules, and the person is still banned.

You can get banned for saying "that's a little silly, don't you think?". Steam is a crapshoot with mods who don't have english as their first language and a.i. automods. Don't expect them to be rational.

Exactly right. From what I can tell, human mods aren't patrolling and flagging posts and comments. If someone is soft and offended enough, they will report it. That's why more people are banned for calling out bigotry than the ones saying it. The only comments that should be reported are the ones that threaten violence, any kind of epithet against a person based on religion, sexuality, race, etc. That's it. Reporting for anything else is a sign of weak resolve.
