It's not going to make much of difference given given the small deposits which never show up on any international geological surveys. Plus, you need the technologies to extract and refine, and China is leading in this area as well.

Even if there are no metals that are rare, the mines are mostly under Russian supervised territory. This "deal" is moot from the very start.

can't say i've heard of any good metal bands from there. in fact i've never heard any rock music from there at all, the closest thing was that pink floyd song they released a couple years ago.
