According to the box of Thin Mints I'm currently enjoying, they're made by Little Brownie Bakers which is a division of Ferrero USA Inc. US federal labor laws prohibit minors from working in industrial facilities that use heavy machinery, so it's likely a bunch of moms and grandmas making all these wonderful yummies with love.

The program is to help fund the Girl Scouts of America and related outreach programs, as well as teach girls about financial and business success. Part of that success is listening to your community's needs, and many communities wanted the cookies changed back to made with minimally-processed ingredients.
