I just bought Democracy 4 after you mentioned it. It looks very interesting!
It can be tough to balance things but rewarding when you get it right..i just kept getting assassinated..not sure what that says about my style of leadership!

Crusader kings, is really more about roleplaying (you are characters of your dynasty) and the interactions between them.
Europea Universalis is a country map painter.
HoI4 is a WW2 simulator
Victoria is a Socio-economical simulator (its about the pop and trade)
The point I am putting across, is that they all serve rather specific things.. ie. CK does not do well as a map painter (albeit people use it for that)
Terra Invicta might give you something that is similar, yet distant to what you seek.
Is really great as well, so is the expansion for it.
