Concensus is China and Russia is debatable in today's world.
Both militaries within both nations are heavily corrupt, China had an issue at one point where missile fuel had been sold off on the black market and when it came to a live test commanders discovered tanks had been filled with water.

There is a big question mark around Britain's ability to fire a nuke without authorisation from the US given the trident system is managed top end by the US - we supposedly have operational independence but who really knows.

US is self explanatory.
France has infrastructure and have maintained operational independence with their nuclear arsenal, personally I think France is in a better position than the UK on this front.

The answer is "meh maybe for China/Russia but corruption seriously limits their capability."
Do nukes work as a weapon system? Yes.
Given the number of decades we've been living under the threat and how many semi-crazy people that get close to the Button in that time... that's the only explanation I have. You just gotta be seriously ♥♥♥♥♥♥♥♥ crazy to push it.
So there are barriers to even discovering if they work or not.
