Age really have nothing to do with it, its respect others and how to handle yourself. If someone insult you, either you ignore it or insult back. It can be vary situations and moods, some just like to pick on others for fun or even testing you out.
Try to learn to reflect back to them. Most youngsters do have a hard time dealing with bullies, i been there due to hearing impaired when i was young.

Most people are cowards or anti-conflict. If everyone spoke their mind and put people in their places when they were doing things wrong, people would feel the sting a bit more, but generally it's just one guy brave enough to say something and the "idiot" will wave it off as that guy being the problem.
If everyone banded together the person would be more inclined to look at themselves.
