You say that but two out of those three are fairly incompetent - their results aren't exactly impressive.
...As for the third one, I'm not sure that I would necessarily rate him any better than the other two except that incompetence is a boon for "achieving" his results. But let's also be frank, N. Korea was already in the gutter long before he assumed command.
In other words, I think you're giving all three too much credit comparing them to the Four Horseman. They're more comparable to some badly written villains in a not-so-funny, B rank comedy/parody movie.
I'm still waiting for the fatal effect.
But you don't have to be competent to spread chaos. It's kinda the opposite, I guess.
