If weresharks were a thing...
Would they get punished for public indecency once they step one foot to the land? compared to other therianthropes where they see them as furry creatures rather than borderline skinny

Shark biology is different. If anything, a werewolf is more likely to get punished than a wereshark

The Beserkers (the origin of the myth) became werewolves (or man-wolf) by wearing the pelt of the wolf. So you can make any beast a were-beast just by obtaining a pelt.
There is also another way, which I can't quite remember, but I think it was drinking the rain from the footprint of the animal.
