In the Christmas special the hypnotic doll worked perfectly, yet Pinky was sad.
Brain therefore wished a Merry Christmas to everyone and the hypnosis device was deactivated.
He did take over, but his first order was to ignore his orders(technically).

They also got really close with Chia-Earth.

In the end, Pinky does actually give the world to Brain for Christmas... but it's a small key chain of a globe. Which then Brain accepts as a win!
